Before you learn monstrous you have to already have tough and giant from the Celestial Base Camp sun school trainer. Once you have done that there is a sun school trainer on the Floating Land in Celestia by the telaport stone hub. It will have monstrous and gargantuan (level 58 enchantment).

Unfortunately, Colossal TC cannot be purchased from the Bazaar, nor can it be sold if you actually get the TC. You will have to farm various places and bosses and hope it drops for you. If you do any crafting, you might want to hold onto any Colossal TC you get your hands on, as it is used in various recipes.
